MdM has been active in North-East Nigeria since 2016. The program is implemented around the main following components :
Access to primary health careNutrition treatment (severe acute malnutrition)Gender based violence survivors’ treatmentMental health and psychological supportMdM has been implementing an emergency program in Borno State since 2016, in response to the humanitarian crisis in north-eastern Nigeria, focusing on improving access to Primary Health Care (PHC), treatments of Under-nutrition and for Gender-based Violence (GBV) survivors, and providing Sexual and Reproduction Health (SRH) and Mental Health and Psychological Support (MHPSS) services to beneficiaries.
MdM has 3 bases in Nigeria : Maiduguri (2016), Damboa (since 2018) and Katsina (under construction).
For now, MdM is running : 2 MoH clinics in Maiduguri, 2 MdM clinics and support 2 MoH clinics in Damboa, 1 mobile clinic and support 1 MoH clinic in Katsina.
A large advocacy component is to be deployed at authority and community level. The team is composed of around 200 staff.
Job description
Under the supervision of the general coordinator, you define, adapt and supervise the implementation of the mission’s human resources infrastuctures including internal procedures and policies, compensations and benefits, talent managment, staff disciplines, career development while respecting the local context and legislation and MdM policies and values. You also lead a team and provide technical support to operational staff on the HR management of the mission.
More specifically, your main responsibilities are the following :
Human resources strategy
Establish and update an HR strategyParticipate in discussion on HR set-up and share recommendationsMonitor and update the organisational chart of the mission, draft and update job descriptions, identify different levels of responsibilityParticipate to the definition of human resources needs in terms of writing project proposals and any amendmentsUpdate and monitor the HR budgetParticipate and ensure the rolling out of the new classification and salary grid within the mission as well as the new salary policy for national staffUpdate the HR documents of the mission and check compliance with local legislation and MdM policiesParticipate and give recommendations on audits encompassing HRNational human resources management
Ensure the recruitments process in time, quality and complianceUpdate and check, the monthly data salary, in addition to the income tax and social security monthly statementsSupervise existence, follow up and up to date staff leave plans to ensure anticipation of gaps and coordination for the best use of mission human resourcesFollow the disciplinary process, provide advice to the managers, ensure legality of the processMonitor and follow-up the HR issues managed by the MdM’s legal counselDevelop and harmonize HR tools and supervise the implementation by the field teamsSet up staff representatives within the mission and ensure interfacingDeploy and monitor the evaluation schedule for national staffSupervise administrative management of national staffAdvise line managers on resolving conflicts between members of staff including PSEA (Protection from sexual exploitation and abuse) and corruptionManage health insurance services / contracts for national staff and manage psychological support to provide to staffExpatriates human resources management

Master’s degree in management (HR specialization would be appreciated)At least 2 years of working experience in a humanitarian context as HR coordinator, administrative coordinator or in HR managementExperience in conflict or difficult context is an assetExperience in capacity buildingExperience in negotiation and relationships with authorities in a moving and difficult legal contextDiplomacy, negotiation, and networking skillsAbility to work under a minimum of supervisionGood Microsoft Office skills (Excel, Word…)Languages : fluent English mandatory (oral and written).
