About the Role We are seeking an experienced and commercially astute Project Engineering Manager (PEM) to lead and coordinate the gas supply workstream for a proposed petrochemical plant, while also providing technical and project coordination support across the Client’s wider oil and gas, energy and technology portfolio. The PEM will be primarily based in Abuja and will serve as a senior technical and project representative, working closely with gas suppliers, pipeline operators, regulators, government authorities, advisers, contractors and other key stakeholders. The successful candidate will combine strong technical understanding with commercial awareness, project management capability and the ability to manage complex stakeholder relationships. Key Responsibilities 1. Gas Sourcing & Supply Strategy Identify and assess potential gas suppliers capable of meeting required volumes, quality and delivery pressure specifications. Evaluate gas reserves, supply reliability, infrastructure access and competing commitments. Coordinate technical and commercial due diligence on shortlisted suppliers. Develop and execute the gas sourcing and supplier engagement strategy. Support negotiations on gas pricing, supply tenure, volume commitments, take-or-pay obligations and supply guarantees. 2. Gas Contracting & Commercial Coordination Coordinate technical, commercial, financial and legal inputs for the development and negotiation of gas supply and transportation agreements, including GSAA, GSPA and GTA. Review and provide input on key commercial terms including price, quantity, delivery point, gas specifications, payment security and liabilities. Advise on transportation tariffs, capacity requirements, pressure specifications and pipeline losses. Track negotiations, outstanding issues, approvals and conditions precedent. Ensure gas supply and transportation arrangements are aligned with the project’s operational, commercial and financing requirements. 3. Pipeline & Gas Transportation Assess available pipeline infrastructure and potential connection points. Engage with pipeline owners and operators regarding capacity and tie-in requirements. Coordinate preliminary pipeline route, right-of-way and connection studies. Support negotiations for firm transportation capacity. Evaluate alternative gas transportation solutions, including CNG and LNG, where appropriate. 4. Project Management & Reporting Develop and maintain gas supply workplans, negotiation schedules and critical path activities. Coordinate internal teams, external advisers, contractors and other project stakeholders. Maintain project risk registers, commercial issues logs and action trackers. Monitor project milestones and provide regular progress reports and recommendations to leadership. Identify issues requiring management attention and escalate appropriately. 5. Regulatory & Government Engagement Support engagements with NUPRC, NMDPRA and other relevant regulatory and government authorities. Coordinate regulatory requirements relating to gas sourcing, transportation and supply arrangements. Track permits, approvals, licences and regulatory actions. Monitor relevant regulatory and market developments and advise leadership on potential implications. 6. Stakeholder & Partnership Management Develop and maintain strong relationships with gas suppliers, aggregators, pipeline operators, regulators, government authorities, financiers, advisers and industry stakeholders. Prepare stakeholder briefs, meeting materials, negotiation positions and decision papers. Maintain stakeholder engagement and follow-up trackers. Support business development activities, partnership opportunities and due diligence on prospective partners, assets and technology providers. 7. Other Projects & Abuja-Based Support Provide technical, commercial and project coordination support across other oil and gas, energy and technology projects as assigned. Support project screening, technical and commercial assessments, risk reviews and go/no-go recommendations. Review technical proposals, studies, contractor submissions and technology solutions. Act as the Client’s senior technical and project representative in Abuja where required. Support engagements with government agencies, regulators, development partners, financiers and industry bodies. Provide coordination support for executive meetings, workshops and stakeholder engagements in Abuja. 8. Transaction Readiness & Conditions Precedent Establish and maintain a comprehensive Conditions Precedent (CP) tracker for gas supply and transportation arrangements. Monitor progress relating to site readiness, gas supply and transportation agreements, pipeline connections, FEED/EPC progress, offtake arrangements, financing and FID requirements. Track relevant regulatory, environmental, technical and commercial approvals. Coordinate internal and external stakeholders to ensure timely satisfaction of CP requirements. Qualifications & Experience Bachelor’s degree in Engineering or a related technical discipline. A postgraduate qualification or MBA will be an advantage. Significant experience in the oil and gas industry, particularly in gas commercialisation, midstream operations, gas transportation and/or gas contracting in Nigeria. Proven experience in project engineering, project management or delivery of complex energy projects. Strong understanding of the Nigerian oil and gas regulatory environment, particularly NUPRC and NMDPRA. Existing relationships with relevant government, regulatory and industry stakeholders in Abuja will be an advantage. Experience working across multiple projects and coordinating technical, commercial, legal and financial stakeholders. Familiarity with energy, industrial, engineering or digital technology solutions is an advantage. Strong commercial, analytical, negotiation and stakeholder management skills. Excellent written and verbal communication skills. Ability to work independently, manage competing priorities and provide sound recommendations to senior leadership.
