Assignment: Nutrition Financing Country Support
As part of the Technical Support Programme for Health (P4H) we are seekingtwo consultants to support the Government of Nigeria to strengthen sustainable predictable and domestically anchored financing for nutrition.
The 12-month assignment has two linked components. Component 1 will strengthen Government capacity to plan manage and track nutrition financing through embedded support to Federal Ministry of Budget and Economic Planning (FMBEP) capacity strengthening for nutrition and finance officers and institutionalisation of the National Nutrition Budget Tagging and Tracking System and routine nutrition public expenditure analysis. Component 2 will scope the proposed Nutrition Investment Fund and if Government decides to proceed support its design and operationalisation. The assignment will also consolidate existing evidence into a multisector nutrition investment case.
The consultants will work closely with Foreign Commonwealth & Development Office
(FCDO) Nigeria and theFederal Ministry of Budget and Economic Planning (FMBEP) with the Office of the Vice President which chairs the National Council on Nutrition.
Location: Abuja Nigeria with selected engagements at subnational level.
Duration: 12 months starting Sep/Oct 2026

Role 1 - Team Lead / Embedded Public Financial Management Adviser (Nutrition Financing)
Indicative LoE: approximately 180 days (tentative). Resident in Abuja embedded within FMBEP throughout.
Leads overall technical delivery of the assignment and Component 1. Working inside FMBEP strengthens nutrition budget planning execution expenditure tracking and performance review; institutionalises budget tagging tracking and routine expenditure analysis; builds the capacity of nutrition and finance officers at federal and selected state levels; and integrates equity into allocation decisions. Also the day-to-day point of coordination with Government provides PFM input to the proposed Fund and ensures coherence across the assignment.
Role 2 - Nutrition Investment Fund Specialist
Indicative LoE: approximately 55-60 days (tentative). Potential travel to Nigeria if based outside of the country.
Leads Component 2 working with the Team Lead and government counterparts to scope the Fund and develop options to inform Governments decision on whether to proceed. If agreed leads its design and operationalisation including governance resource mobilisation allocation and disbursement accountability and performance monitoring ensuring it strengthens rather than bypasses government systems. Also leads consolidation of existing evidence into the multisector nutrition investment case and related investment and resource mobilisation materials.
