Job Purpose
To provide strategic and hands-on leadership over the planning, construction oversight, maintenance, and day-to-day management of Harvesters' flagship facility - a landmark, world-class worship and ministry complex representing a significant infrastructure investment. This role combines the technical rigour of a construction and engineering professional with the operational discipline of a facilities manager, ensuring the building is delivered, maintained, and run to the highest global standards, safely, efficiently, and in a manner that reflects the excellence of the ministry it houses.

Key Responsibilities
Construction Oversight & Project Delivery

• Provide technical oversight on ongoing and future construction, expansion, or renovation projects, ensuring alignment with approved designs, budgets, and timelines.
  
• Liaise with architects, structural engineers, contractors, and consultants to ensure quality control and adherence to specifications.
  
• Review and manage construction budgets, change orders, and payment certifications.
  
• Ensure all construction activity complies with local building codes, safety regulations, and environmental standards.
  
• Manage the transition from construction/handover into full operational readiness.
  

Facilities Operations & Maintenance

• Oversee the day-to-day operations of the facility, including power, HVAC, plumbing, fire safety, security systems, and building automation.
  
• Develop and implement preventive and predictive maintenance programs to protect the long-term integrity and value of the building.
  
• Manage service contracts with vendors, technicians, and facility service providers.
  
• Ensure the facility consistently meets world-class standards of cleanliness, functionality, and presentation for services, events, and daily use.
  
• Develop emergency response and business continuity plans for facility-related incidents.
  

Team & Vendor Leadership

• Build and lead an in-house facilities and engineering team, including supervisors, technicians, and support staff.
  
• Recruit, train, and manage external contractors, consultants, and specialized vendors.
  
• Set clear performance standards, conduct regular inspections, and drive accountability across the facilities function.
  

Budgeting, Reporting & Compliance

• Develop and manage the facilities and capital projects budget, ensuring prudent stewardship of resources.
  
• Maintain accurate records of maintenance schedules, incidents, inspections, and capital expenditure.
  
• Prepare regular reports for church leadership on facility conditions, project status, and budget performance.
  
• Ensure full compliance with statutory building, safety, and environmental regulations.
  

Stakeholder Engagement

• Represent the Facilities function in leadership meetings and cross-departmental planning.
  
• Coordinate with ministry departments to align facility use with programming, events, and services.
  
• Manage relationships with regulatory bodies, utility providers, and external agencies.
  

Key Performance Indicators

• On-time, on-budget delivery of construction and renovation milestones.
  
• Zero or minimal safety incidents, with full compliance to HSE and building codes.
  
• Facility uptime and reliability of critical systems (power, HVAC, security, etc.).
  
• Cost efficiency and budget adherence across maintenance and capital projects.
  
• Vendor and contractor performance and retention.
  
• Stakeholder satisfaction with facility readiness for services and events.

Preferred Candidate Profile
The ideal candidate is a seasoned construction and facilities management professional with direct experience delivering and operating large-scale, high-value buildings, such as corporate headquarters, stadiums, convention centres, or major places of worship. They combine strong technical and engineering knowledge with the leadership maturity to manage teams, vendors, and budgets at scale, and bring a heart of stewardship befitting the significance of the facility they oversee.

Requirements

Academic Qualification & Experience

Education

• Bachelor's Degree in Civil Engineering, Architecture, Building Technology, Construction Management, Facilities Management, or a related field.
  
• A Master's Degree or professional certification (e.g., IFMA CFM, RICS, PMP, or equivalent) is a strong advantage.
  

Experience

• Minimum of 10 years' progressive experience in facilities management, construction management, or large-scale building operations, with at least 5 years in a senior leadership capacity.
  
• Demonstrated experience overseeing construction, fit-out, or major renovation of large-scale commercial, institutional, or hospitality facilities.
  
• Proven track record managing multi-disciplinary teams, engineers, contractors, technicians, and vendors on projects of significant scale and value.
  
• Experience with mechanical, electrical, plumbing (MEP), structural systems, and building automation for large facilities.
  
• Familiarity with health, safety, and environmental (HSE) compliance standards for large public assembly spaces.
  
• Experience managing capital projects, vendor contracts, and facility budgets running into significant sums.
  
• Experience within a church, hospitality, stadium, arena, or similarly complex public facility is highly desirable.
